Purpose of the Position

Under the guidance of the Chief of Section, you will be responsible for coordinating and facilitating the planning, implementation, monitoring and evaluation Basic Education programme component results, with particular focus on strengthening capacities at national and sub national levels to deliver basic education services in the context of ongoing decentralization reforms and a sector wide approach in the education sector.

Key Expected Results

1. You will provide technical advice and assistance to government and NGO partners in planning, implementing, monitoring and evaluating activities aimed at capacity building for SWAp (sector-wide approach) in education reform. Monitor capacity building activities and results and conducts periodic programme reviews with government counterparts and other partners. Propose recommendations to partners and takes corrective actions to improve implementation to meet objectives. Contribute to the development and introduction of new approaches, methods and practices in education planning, management and evaluation relevant to SWAp. Play a leading role in the Education Sector Working Group, Joint Technical Working Group, and other relevant development cooperation processes.

2. You will undertake follow-up action on programme implementation activities, contribute to cross-sectoral teamwork building and maintain close work relations with the zonal offices. Draft changes in programme work plans as required. Review requests for cash and supply assistance from partners and ensure that requested assistance is provided in a timely manner to meet objectives. Analyze and evaluate financial implementation data and takes corrective action when necessary to meet objectives. Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certify disbursements of funds, monitors and submits financial status reports to the Head of Section.

3. You will assist partners to identify capacity gaps and training needs and objectives for the purpose of capacity building, programme sustainability, as well as SWAp promotion and advocacy. Assist government partners to plan and organize training programmes.

4. You will contribute towards the preparation of programme documents by compiling data, analyzing and evaluating information, and writing documents. Draft inputs into Strategy Papers, Country Programme Documents (CPD), Country Programme Action Plans (CPAP), Situation Analyses, and other programme documents, as required. Draft inputs to reports for management, donors, budget review, programme analysis, and country office annual reports.

5. You will assist partners in identifying strategic activities and developing the annual work plans to achieve capacity building and implementation objectives to enable sector-wide education reform. Ensure that UNICEF activities support sector-wide priorities and harmonise with support provided by other development partners.

Qualifications of Successful Candidate

Advanced university degree in Social Sciences, or related technical field.

Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.

Fluency in English and another UN language. Knowledge of the local language of the duty station is an asset.
